The company is called Safelink Wireless that has a service called lifeline. Lifeline is a government supported program that offers a wireless phone to low income families. The program is only available in over 30 states so far.

Safelink Wireless Lifeline service is powered by Tracfone that offers free perks with your government phone. No contract,No cost or fees and you get 250 minutes a month for free. Text messaging is available but it will cost you about 1 minute from your free minutes. The minutes replenish every month. If you run out during that month you can purchase additional airtime. I believe you can buy TracFone cards at a local retailer like Walmart, CVS, Target and some local Gas Stations.

How do I qualify? If you currently receiving any assistance or participating in programs from the State of Connecticut you may qualify for the phone.
